Can Reskinning be done on Windows PC?
The short answer it yes.
First of all you need to find out what is the technology that was used to make the game source code or the app source code.
Check the source code description, and look for buzz words like technology used is Unity 3D, Android, or Unreal Engine, cocos2dx. This means it will be a straight forward task to build on the majority of consoles, like xbox, playstation or Windows PCs and the web. However, if you’re planning on release the app on iPhones, you will need to either own a MAC OS computer with minimum MAC OS version X (10+) or use a virtual machine that can emulate the MAC OS X. You can use MACINCLOUD.COM, where you can rent for cheap a MAC OS and go through the publication process to the iTunes app store.
If the game source code specification says the source code uses NATIVE iOS, then you can only publish the app to iTunes app store.
If it says native Android code (or Java language) then it can only be distributed on Google Play store and Amazon app store.
